What should I know to do a site rich in information?

I want to make a website. Visitors should be able to log in using Facebook, Twitter, etc, and create accounts for download information. I need a way for users to evaluate this information, comment, share, read, edit ... I want to be able to use the database and a type of algorithm to suggest things to the users on the basis of these data. I want to be able to alert the user by e-mail about things in a month.
